Protecting the rights and interests of Americans is something Chuck has devoted his life to, first as a Naval Flight Officer and then as a civil servant. He will work for Maryland residents to ensure everyone has equal access to voting, can be confident in their personal privacy and secure in their own person, and that their data and information is properly protected and not abused by political or business interests. Voting Rights

The right to vote is the cornerstone of our democracy, and every Marylander deserves fair, equal, and easy access to the ballot box. Chuck strongly supports the passage of the Maryland Voting Rights Act to strengthen protections against discrimination, improve equity in our voting processes, and ensure that no community is silenced. Chuck will work to expand early voting, safeguard mail-in ballots, and increase access to polling places—especially in rural and underserved areas. We must also modernize our election systems to enhance security and transparency while making registration and participation as simple as possible. By defending and expanding the right to vote, we can build a more inclusive, representative democracy that truly reflects the voices of all Marylanders.

Privacy Rights

Every Marylander deserves the right to make personal decisions—about their health, their family, and their future free from government interference. Chuck will stand firmly to protect and expand the right to privacy, including safeguarding access to reproductive health care, contraception, and abortion services. Maryland has been a leader in defending these rights, but we must remain vigilant as they come under threat across the country. Chuck’s work experiences in public health at the CDC and as the Chief Data Officer at Social Security means he is uniquely positioned to understand how privacy and data can interact, and he will drive legislation that ensures privacy in medical decisions, protects patient data from misuse, and guarantees that personal freedoms extend to all individuals regardless of gender, race, or income. Upholding the right to privacy is fundamental to equality, dignity, and the promise of freedom in our state.

Data Security

Marylanders deserve confidence that their personal information is safe, secure, and protected from misuse. Our state has been a national leader in advancing strong data privacy and cybersecurity standards, and Chuck will build on that progress. Chuck will leverage his unique professional expertise in data and information management work to strengthen protections against identity theft, expand cybersecurity support for small businesses and local governments, and ensure that state agencies use the most up-to-date security practices. At the same time, Chuck will advocate for transparency and accountability from both public institutions and private companies in how they collect, store, and use data. By continuing Maryland’s leadership in data protection, we can safeguard citizens’ rights, promote trust in digital systems, and ensure that innovation never comes at the expense of privacy.

Ensuring Our Safety

Every Marylander deserves to feel safe in their community. That safety must be rooted in trust, fairness, and accountability. Chuck will work to strengthen transparency and oversight in law enforcement by supporting the use of body cameras, independent investigations of misconduct, and public access to police data. We must also invest in community policing initiatives that foster collaboration between officers and residents while ensuring that local law enforcement continues to serve as a true partner in public safety. Public safety also extends to adequate funding for social services that include non-policing forms of community support. Let’s keep our law enforcement local and trusted, provide them the tools and infrastructure needed to ensure public safety, and keep federal interference out.
