The Borges family
Chuck’s father is an Air Force veteran who was trained as an Air Traffic Controller. He was also a Union man. When Chuck’s father was fired by Reagan during the PATCO Strike in 1981, he moved his family to rural upstate NY to find better opportunities. Chuck’s parents tended bar, made pizzas, and even sold vacuum cleaners to make ends meet. Chuck took up his parents’ work ethic as first a paperboy and then working through high school at the local Toys-R-Us. This upbringing gave him a unique perspective on the dignity of work and the impact that government decisions can have on families and children.
To help pay for college, Chuck joined ROTC
Working hard in school, Chuck earned admission to the Massachusetts Institute of Technology, majoring in astronomy. Chuck completed ROTC with plans to be an astronaut and was commissioned into the Navy as a Naval Flight Officer on the P-3C Orion. Chuck was awarded an Air Medal with a Combat Distinguishing Device (“Combat V”) for individual action during Operation Iraqi Freedom following 9/11. Later, he graduated from US Naval Test Pilot School. Chuck accumulated nearly 3,000 hours in over 20 types of aircraft before transitioning into data and analytics. While still a Naval Officer, Chuck helped the Navy use data to save pilot lives in 2017 and 2018, then retired from active duty in 2021 after nearly 23 years of military service.
After his time in the Navy, Chuck used his creativity and innovative mindset to tackle some of the nation’s toughest problems.
Chuck was appointed a Presidential Innovation Fellow in 2022. In this role he served at the Centers for Disease Control during COVID, helping craft the public health data strategy and standing up analytics that allowed the CDC to track public health outcomes. He also worked in the Office of Management and Budget, where he was responsible for helping update the federal data strategy and numerous executive orders and OMB directives. As the Chief Data Officer of the Social Security Administration, he stood up to DOGE and risked his career rather than see the public’s data put at risk.
Chuck is now running for State Senate to help build a more sustainable, equitable, and secure future with opportunities for ALL St. Mary’s and Calvert County residents.

Our community is a vibrant intersection of tech savvy and agricultural industries that can serve as a model of sustainable growth for the entire country.
Chuck is a leader who can think outside the box. He’s seen what works (and what doesn’t) around the globe, and he unites a rural upbringing with experience in technology innovation and a passion for public service. Chuck has spent his life defending the public or finding innovative solutions to its most pressing problems – now he’s ready to help build a stronger, safer, more prosperous future for all of Southern Maryland.
